Lawmakers, Lobbyists and the Administration Join Forces to Overhaul the Endangered Species Act

The myriad proposals reflect a wish list assembled over decades by oil and gas companies, libertarians and ranchers in Western states, who have long sought to overhaul the law, arguing that it represents a costly incursion of federal regulations on their land and livelihoods.
